Description

The World Bank's Board approved the Greater Accra Resilient and Integrated Development (GARID) project in 2019, committing an initial $200 million to combine drainage and flood-control infrastructure with support for informal-settlement upgrading in flood-prone parts of Accra, Ghana, including the Odaw River basin neighbourhoods of Nima, Agbogbloshie and Akweteyman.
Physical works under GARID include dredging of the Odaw River, construction of new stormwater drains, roads and water networks, and flood-retention basins that provide temporary storage for excess rainwater alongside nature-based measures. By mid-2024, drain, road and water-network construction was reported more than 60% complete in Nima, about 50% in Agbogbloshie, and nearly half finished in Akweteyman.
An independent interim impact evaluation by the International Growth Centre compared flooding conditions in GARID-targeted neighbourhoods against similar non-GARID areas and found no statistically significant reduction in flooding at that stage, even as construction progressed. In response, the project was restructured and its closing date extended to 2027 to complete outstanding works; as of an April 2025 update GARID continued to report broad stakeholder support for its ongoing flood-resilience and solid-waste interventions.
