Context

Green Cluj is a Cluj-Napoca Municipality programme with the Cluj Metropolitan Area Association and CIIC, launched around 2019-2020 with targets to 2030, partly funded through 2014-2020 EU structural funds.

Objectives

Extend/rehabilitate about 200 ha of green space and plant 100,000 mature trees by 2030, within a wider metropolitan plan for a 12,500-ha green belt and an 80% GHG cut by 2030 versus 2011.

Results

As of the latest published assessment, most Green Cluj areas were still under construction or in preparation, with outcomes 'only becoming visible in time'.

Conclusions

Expansion requires expropriating private land under changed national legislation; continued growth in housing stock and car ownership could offset emissions gains.
