Angola's one-stop company registration shop cut formal start-up time from 124–184 days in the 2000s to under a day online by 2025, formalising 36,742 firms in 2024 — but independent reporting found over 75% of new companies never start trading.
Established in 2003 under the Ministry of Justice, the Guichê Único da Empresa (GUE) consolidated notarial registration, tax-ID (NIF) issuance and social-security enrolment into a single counter, and has since moved to a fully online portal (gue.gov.ao).
The reform's early record was poor: the World Bank's Doing Business report found Angola took 124 days to register a business in 2008 (versus a 63-day regional average), worsening to 184 days by 2013 (versus an 80-day regional average) — among the slowest systems worldwide, because the Ministry of Justice lacked authority over the other agencies entrepreneurs still had to visit.
Since digitising further in the 2020s, GUE now completes registration in one to five business days, and registered 36,742 new companies in 2024 (+6% year-on-year), averaging more than 100 formalisations a day.
The Angolan business newspaper Expansão reported that despite this volume, more than 75% of companies created through GUE never actually begin trading — a cautionary finding that fast registration does not by itself create active businesses, and one that prompted a 2025 government campaign to formalise over 15,000 existing informal micro- and small entrepreneurs.
