Context

Hong Kong pursues green roofs through two parallel channels: direct government investment in greening its own building stock, and a regulatory requirement — the Sustainable Building Design Guidelines under Technical Circular (Works) No. 3/2012 — mandating that new developments on sites of 1,000–20,000 m² provide at least 20% greenery coverage (30% above 20,000 m²), achievable partly through roof, podium or wall greening.

Results

Between 2012 and 2014 the Architectural Services Department completed more than 50 roof-greening projects on government buildings, covering over 50,000 m², with a further 25-plus projects (16,000-plus m²) underway or planned as of 2015. Independently, the Roofpedia project — a National University of Singapore Urban Analytics Lab deep-learning satellite-mapping study — identified 545 distinct green-roof installations across Hong Kong totalling an estimated 208,116 m², providing an outside, citywide check on the government's own project tally.

Conclusions

Neither source quantifies carbon sequestration, biodiversity outcomes, or measured stormwater-retention volumes; the government's figures cover only its own building stock, not the private developments the regulatory mandate targets, and the Roofpedia total is a one-time satellite-derived snapshot rather than a longitudinal outcome study.
