Description

Before 2025, residents of Hunga, a remote island in Tonga's Vava'u group, could only get online by gathering near a school fence to catch a weak 3G signal too slow for video calls or e-banking. Under the ITU/UNOPS "Smart Islands" initiative, delivered with the Government of Tonga and Tonga Women in ICT, the island received reliable high-speed broadband and a "Smart Classroom" digital hub — laptops, tablets, a printer, a large screen and teleconferencing equipment — that opened in February 2025.
Between December 2024 and May 2025, the hub ran a series of digital-skills sessions covering basic digital literacy, online safety, child online protection and using digital services for education and finance, reaching close to 250 community members; one recorded session alone trained 144 people, with explicit sessions for empowering women and girls. Roughly 70% of Hunga households depend on remittances sent from relatives abroad, so the ability to check balances and bank online — instead of travelling to Tonga's main island — is the programme's most concrete behavioural change.
Reported evidence is participation counts and a documented before/after connectivity story (weak 3G vs. hub-based broadband), not an independent evaluation of learning outcomes or financial impact. The hub is physical, government-run infrastructure embedded in a multi-year regional initiative rather than a short pilot, and the intervention was explicitly designed around the island's own remittance-dependence data, showing needs-led programme design.
