Context

Starting in the 2022-23 school year, US nonprofit Digital Promise convened a coalition to run a phased blended-learning pilot in rural Haiti, targeting schools in Mirebalais and Gonaïves with little reliable electricity or connectivity.

Activities

Each school received solar power, satellite internet, tablets and classroom speakers, paired with Haitian Creole digital content including the Eksploratoryòm curriculum, with individualised teacher coaching.

Results

By the pilot's close in 2025, the programme had reached 33 schools, trained 100 teachers and engaged 1,650 students; EDC reported statistically significant learning gains, largest among students with the lowest baseline knowledge.

Conclusions

The pilot ran through a period of acute national instability, which constrains how far the model can be assumed to generalise nationally; local partners continued the work after the formal pilot ended.

Implementation

Indicative cost
Medium (€50k–€500k) — Funded by an initial W. K. Kellogg Foundation grant plus additional McNulty Foundation support; equips each school with solar power, satellite internet, tablets and classroom speakers.
Time to results
Medium (1–3 years) — Ran from the 2022-23 school year through pilot close in 2025; local partners continued afterward.
Staffing & skills
Model School Network, Anseye Pou Ayiti, Summits Education, Blue Butterfly coalition partners, 100 trained teachers with individualised coaching

Conditions for success

  • solar power and satellite connectivity solving lack of reliable electricity/internet
  • Haitian Creole culturally relevant curriculum (Eksploratoryòm)
  • independent M&E partner (EDC)

Common failure modes

  • pilot ran through national instability (fuel shortages, insecurity, school closures), constraining generalisability
