BG41INNOAIR (UIA05-202) was a Sofia municipal project co-financed by the European Regional Development Fund through the EU's Urban Innovative Actions initiative, running from July 2020 to June 2023 under a public-private consortium led by the Municipality of Sofia and the Sofia Development Association.
The project set out to cut road-transport emissions in Sofia through four combined measures: an AI-dispatched on-demand electric transit service, green mobility corridors, a congestion-charge pilot, and preparatory modelling for low-emission zones.
A fleet of five electric minibuses served the suburban Manastirski Livadi area using a smartphone app and machine-learning routing that dynamically combined passenger requests into efficient shared trips, replacing fixed-schedule diesel buses. The project also piloted green corridors and a congestion charge, and hosted dissemination events attended by more than 70 local and regional authorities.
After EU co-financing ended in June 2023, the Municipality of Sofia extended the on-demand electric-bus service to three further neighbourhoods — Malinova Dolina, Vitosha and Gorna Banya — funding it from the municipal budget alone. The groundwork from the project also fed into Sofia's phased rollout of low-emission zones through 2025.
INNOAIR shows an EU-funded urban-mobility pilot transitioning into a self-funded municipal service, though no passenger-count or emissions-reduction figures have been published to quantify its environmental impact.
