Description

Italy's Law 162/2021 amended the Equal Opportunities Code so that the biennial report on the situation of male and female staff, previously required of employers with over 100 employees, applies to employers with more than 50 employees. It took effect on 3 December 2021.
The report is filed electronically on a Ministry of Labour template and shared with works councils. It covers pay differences and the employment situation of men and women, including hiring, dismissals, training and promotions.
Sanctions: failure to file for 12 months can lead to a one-year suspension of social-security contribution benefits; an incomplete or false report can be fined EUR 1,000 to 5,000. Employers that meet gender criteria can also apply for the Gender Equality Certificate, which offers a contribution exemption.
Evidence caveat: the sources reviewed describe the legal requirements only; no published evaluation of compliance rates or of any change in the Italian gender pay gap was found, so the evidence score is deliberately low.
