Description

JENDELA (Jalinan Digital Negara, 'National Digital Network Plan') was launched by Malaysia's Communications and Multimedia Commission (MCMC) in September 2020 to raise the quality and reach of national digital infrastructure.
Phase 1 (Sept 2020 – 31 Dec 2022) set three targets: 7.5 million premises passed by fibre, 96.9% 4G coverage of populated areas, and a 35 Mbps average mobile speed. MCMC's concluding report records 7.74 million premises, 96.92% 4G coverage and 116.03 Mbps mean mobile speed (43.46 Mbps median); 2,780,580 premises were newly fibre-connected (102.67% of the interim target) and satellite broadband was deployed at all 839 identified rural and remote sites.
Shortfalls are reported openly: 1,778 new towers were built against a target of 1,923 (92.46%), and several operators (Maxis, Celcom, Digi) missed fibre or base-station targets by small margins owing to local-authority permit delays. MCMC itself notes the remaining ~3% of populated areas will be hardest to reach. Coverage is not adoption: the report stresses that benefits depend on users actually subscribing.
