India's largest state-level startup programme (2006, Kerala), with 63 incubators and 525+ mini-incubation centres. By 2024: 6,400+ startups supported, US$665 million in investment facilitated, 65,000 jobs created and 100,000+ students engaged annually.
Kerala Startup Mission (KSUM) was established in 2006 as the Technopark Technology Business Incubator and restructured in 2014 as the state nodal agency for entrepreneurship development and incubation in Kerala. It is India's largest state-level startup programme by number of startups supported.
By 2024, KSUM managed a network of 63 incubators and over 525 mini-incubation centres distributed across Kerala's districts — a deliberately inclusive design to reach beyond the capital into semi-urban and rural areas. Total incubation space exceeds 100,000 sq m (10 lakh sq ft). The programme had supported more than 6,400 startups and facilitated US$665 million (₹58 billion) in investments; portfolio companies had created over 65,000 jobs and engaged more than 100,000 students annually through its programmes.
Key sub-programmes include KSUM's Startup Accelerator of Kerala (SPARK), the Industrial Biotechnology Startup Incubator (IBSI), and Startup Village — the first public-funded, community-led tech business incubator in India (est. 2012). KSUM also administers the state's Startup Kerala portal for certification, grants and equity support.

In 2024, the state announced an AI policy with up to US$573,000 in KSIDC co-investment for qualifying AI startups, extending KSUM's mandate into deep tech.
