Hub71 was launched in March 2019 by the Abu Dhabi Investment Office (ADIO) as the centrepiece of the UAE government's Ghadan 21 economic diversification plan. Located at Al Khatem Tower in the Abu Dhabi Global Market financial centre on Al Maryah Island, it provides startups with subsidised co-working space, housing allowances, health insurance and visa facilitation — a packaged incentive model unprecedented in the MENA region.
Founded with backing from Mubadala Investment Company, Microsoft, SoftBank Vision Fund and the Abu Dhabi Global Market (ADGM), Hub71 offers AED 535 million in committed incentives. By early 2024 the hub had attracted more than 400 startups from over 50 nationalities, with annual funding secured by portfolio companies reaching $2.17 billion — a 44.7% year-on-year increase — and cumulative portfolio revenues reaching $1.2 billion.
Hub71 operates quarterly cohort cycles matched by corporate deal brokering: in 2024 alone, startups signed 91 partnership deals worth $28 million with government and private-sector partners. The Abu Dhabi startup ecosystem value rose 28% to $4.2 billion between mid-2021 and end-2023, according to Startup Genome's 2024 Global Startup Ecosystem Report — the fastest-growing in MENA.
Critics note that market traction beyond Abu Dhabi remains limited for many portfolio companies and that the model is heavily subsidy-dependent. Nonetheless, Hub71 is now recognised as the defining reference for sovereign-backed startup ecosystems in the Gulf.
