Khmer Digital Literacy Programme – WeThinkDigital Adapted for Cambodian Secondary Schools

The Khmer Digital Literacy Programme (KDLP) is a government–civil society–private sector partnership between Cambodia's Ministry of Education, Youth and Sport (MoEYS), the Kampuchea Action to Promote Education (KAPE), and Meta, with technical support from Kawsang (InSTEED iLabSEA). Its core objective is to localise Meta's globally recognised WeThinkDigital digital literacy curriculum into the Khmer language and adapt it to the Cambodian secondary school context.

The programme ran from October 2022 to September 2023. Six New Generation Schools (NGS) participated in the pilot, with 12 Master Trainers recruited and trained through a Train-of-Trainers workshop. The curriculum targeted 3,000–5,000 secondary students and covered critical thinking online, privacy and security, digital communication, and responsible social media use. The pilot phase was intentionally small-scale to allow iterative refinement of the contextualised curriculum.

Following completion of the pilot, MoEYS officially adopted the KDLP curriculum for national use in Cambodian schools in 2024, marking the programme's transition from pilot to systemic implementation. This adoption is significant given that Cambodia's Digital Economy and Social Policy Framework 2021–2035 acknowledges that only around 30% of the population possess foundational digital skills. The national roll-out embeds structured digital literacy into the formal secondary education system, reaching all New Generation Schools and beyond.
