Context

Kit Digital was launched by Red.es, a public body under Spain's Ministry for Digital Transformation and Civil Service, and funded through the EU's Next Generation EU recovery instrument, offering vouchers for SMEs, microenterprises and the self-employed to purchase digital tools through a marketplace of Red.es-certified 'digitalising agents'.

Objectives

Results

By its official close in October–November 2025, the programme reported over 860,000 aids granted — 127% of the target set with the EU — worth a cumulative €3.067 billion, reaching 92% of Spanish municipalities from more than 1.2 million applications. A Red.es-commissioned study of the first call found beneficiaries' average digital-maturity score rose from 38% to 51%, with productivity gains of up to 65% reported among adopters. Automated processing cut typical case-handling time from around 3 hours to 3 minutes. Among self-employed beneficiaries, 39% were women, above their 36.8% baseline share of Spain's self-employed workforce.

Conclusions

The 'up to 65%' productivity figure is a ceiling drawn from beneficiary-reported outcomes rather than an average or an independently verified counterfactual, and should be read as illustrative rather than typical. With its EU recovery-funding window (2021–2026) closing out, continuity of the voucher model beyond this cycle has not yet been confirmed.
