Klimabonus Bësch — Luxembourg's National Per-Hectare Payment for Forest Ecosystem Services

Since a 2021 grand-ducal regulation (amended March 2025), Luxembourg has run "Klimabonus Besch," a direct annual per-hectare payment to private forest owners who commit for 10 consecutive years to manage stands of at least 0.3 hectares with a minimum 50% share of indigenous deciduous species by basal area -- an explicit payment for the forest's climate, water-regulation, erosion-control and biodiversity services rather than for timber.

The scheme pays for climate, water-regulation, erosion-control and biodiversity services from private forests, concentrating the incentive on small and medium woodland owners through tapered payment rates for larger holdings.

The base rate is EUR150/ha/year, with an additional EUR100/ha/year for parcels inside designated protected zones; payments taper for larger holdings (50% of the standard rate for the portion of a property between 50 and 100 ha, 25% above 100 ha). A companion scheme, "Klimabonus Mouer a Wiss," launched in March 2025 to extend similar per-hectare payments to wetlands and species-rich grasslands on private land -- described by the government as its first open-environment subsidy of this kind for private landowners.

By 2025 the scheme had received over 600 applications enrolling 6,526.3 hectares, of which 3,687.19 hectares (57%) sit inside protected areas.

Official sources report uptake -- applications, enrolled area, payment rates -- but not yet independently measured ecological outcomes, such as verified changes in carbon stock, water regulation or species abundance on enrolled parcels, so the evidence base is currently strongest on scheme design and adoption rather than delivered impact.
