Kosovo's Law No. 03/L-073 (2008) mandates ≥30% of each gender on Assembly candidate lists, alternating every 3 names. Women's Assembly seats have stayed above the floor at every election since: 32.5% (2014, 2019), a record 35.8% (Feb 2021), and 33.3% (2025).
Kosovo's 2008 Law on General Elections (No. 03/L-073) requires at least 30% of each gender on Assembly candidate lists, with a placement rule guaranteeing at least one candidate of each gender in every group of three names, checked by the Central Election Commission before certification.
Because Kosovo uses an open-list system, women's seat share has stayed consistently above the 30% floor across four elections — 32.5% (2014, 2019), a record 35.8% (Feb 2021) and 33.3% (Feb 2025) — but multiple independent analysts find the quota functions more as a ceiling than a floor, and a 2017 EU-funded study found women held only 5.2% of senior government ministry leadership posts in 2015 despite candidate-list compliance.
