Launched in 1997, Kvarterløft was a Danish area-based renewal model. Research on Vesterbro found improved conditions but displacement of vulnerable residents by the middle class; early participation studies show limited resident influence.

Description

In 1997 the Danish Government's Urban Committee agreed with the City of Copenhagen and other partners a new form of area-based urban renewal called 'Kvarterløft' (neighbourhood lift), later known as områdefornyelse. It combined physical upgrading with social and participatory work in selected districts, among them Copenhagen's Kongens Enghave, Holmbladsgade and Femkanten, and Aalborg Øst, Randers and Kolding.
Larsen (2001, Aalborg University) studied the first 18 months of seven Kvarterløft areas, when local organisations were set up and residents' wishes were turned into renewal strategies, using interviews with residents and municipal staff. Larsen and Hansen (Urban Studies, 2008) examined Vesterbro, where long-running renewal transformed a district of slums and concentrated vulnerability: due to ambiguous policies, property-market dynamics and too few deflecting mechanisms, middle-class residents replaced many vulnerable households, a form of gentrification the authors call 'gentle' in appearance but 'traumatic' in consequence.
Lessons: area-based renewal can improve places, but without rent, tenure or allocation safeguards the beneficiaries may not be the original residents. Quantified resident-level outcomes were not found, so this is included largely as a documented cautionary case.
