Leuven 2030 — quadruple-helix climate-neutral city experiment

Leuven 2030 is a city-wide non-profit founded in November 2013 by 60 members spanning residents, companies, institutions and public authorities, to steer the Belgian city of Leuven toward climate neutrality through a quadruple-helix model uniting government, knowledge institutions (KU Leuven, imec), companies and citizens.

The municipality co-created a roadmap for a carbon-neutral Leuven structured around 13 programmes with concrete actions and milestones, alongside a first set of 'strategic experiments' on citizen engagement, governance, data and monitoring, and finance. Neighbourhood-level experiments such as transforming Frederik Lintsstraat into a 'climate street' test community-driven action on housing, mobility and consumption, and during COVID-19 the 'Leuven Helps' platform connected residents in need with volunteers.

Membership grew from 60 founders to more than 600 partners, and Leuven won the €1 million European Capital of Innovation (iCapital) award in 2020, with the Commission citing its governance model. Its 'Leuven Helps' platform, described by the Commission as the first of its kind, was later adopted by roughly 280 cities worldwide, and the Horizon 2020 TOMORROW project positioned Leuven as a lighthouse city for municipal climate roadmaps.
