Lai Châu province piloted three AI tools — a citizen virtual assistant using OCR, LLMs and speech recognition, a civil-service document assistant, and a smart-monitoring image system — across 54 commune procedures, reviewed by a provincial council in September 2026.
Between May and September 2026, Lai Châu — a mountainous province in northern Vietnam — piloted three AI systems as part of the country's push toward digitised, two-tier local government: a citizen-facing virtual assistant combining optical character recognition, large language models and speech recognition/synthesis to help residents complete paperwork; an AI assistant for civil servants reviewing administrative documents; and an 'Intelligent Image Knowledge Center' for smart monitoring at the provincial Operations Center.
The citizen assistant was tested at the Public Administrative Service Center in Đoàn Kết ward, covering 54 commune-level procedures selected for their high application volume, working alongside Vietnam's National Public Service Portal. A provincial evaluation council, including the Deputy Director of the Department of Science and Technology, reviewed the pilots in September 2026 and assessed all three as being of good quality for supporting agencies, civil servants and citizens.
The published assessment is qualitative — officials characterised the results as 'very good quality' — with no independent quantitative metrics yet released on processing-time reductions, error rates or citizen satisfaction. Lai Châu's pilot follows a wider pattern of province-level AI assistant trials across Vietnam, including in Lᡁng Sơn and Thanh Hóa, that typically precede wider rollout decisions.
