Context

Lithuania ranks 20th in the EU on PISA maths while neighbouring Estonia ranks 1st; only about a third of Lithuanian teachers know how to use AI tools and 57% of teachers are over 50 — a generational and skills gap the Devbridge Foundation set out to address by supplying AI tools specifically to schools outside the capital.

Objectives

Devbridge Foundation (established 2023 by the co-founders of the Devbridge IT-services company, with a $10 million endowment) launched 'LEARN on.AI' to give free licences for AI-powered maths tools to regional schools, aiming eventually to help Lithuania reach 1st place in Europe on PISA maths by 2028.

Activities

The Foundation partnered with three Lithuanian EdTech startups — EditAI, Alfa Erdve (grades 5-12 maths) and Eliceyus (grades 5-12 personalised learning) — to give free licences to regional schools. For 2026-27 the Foundation has committed 100,000 euros to expand the programme.

Results

In the 2025-26 school year the programme reached over 13,000 students and more than 1,000 teachers across 44 Lithuanian cities and regions, and had supplied more than 20,000 licences for AI-powered maths tools by mid-2026. The 2026-27 commitment targets roughly 70 schools and over 20,000 students.

Conclusions

Independent verification of learning-outcome gains, as opposed to reach and licence counts, is not yet published, so the practice is evidenced mainly on adoption and teacher-training scale rather than on measured attainment impact. The Foundation's long-term (2030) ambition is AI tools in every Lithuanian classroom.
