Description

Menntasjóður námsmanna, Iceland's state student loan fund, needed a way to handle its annual surge of enquiries around loan disbursement, repayment and application status without expanding call-centre staff. Working with the IT firm Advania on the boost.ai natural-language platform, it built Lína, a virtual agent able to converse fluently in Icelandic — a language whose complex grammar has made it notoriously difficult for NLU systems. The bot was developed and put live in about four weeks in early 2020, in time for the fund's January peak.
By September 2020 Lína was upgraded to support authenticated sessions, letting students log in to check loan status, update contact details and download documents directly inside the chat window rather than through a separate portal. The fund's own 2021 annual report states that Lína handled roughly 90% of customer conversations that year without human intervention, with about 11% escalated to a counsellor — figures that align with the vendor's own case study claiming an automation rate of approximately 85% of chat traffic.
The result is a concrete, publicly reported efficiency gain for a small government agency serving Iceland's entire student population, achieved quickly and cheaply relative to building a custom system. The caveats are real, though: the figures come from the fund itself and its vendor rather than an independent audit, the underlying NLU model is a proprietary commercial platform not open to external technical scrutiny, and the deployment covers a single agency rather than a government-wide standard.
