Description

Ljubljana began closing its historic core to private motor vehicles in 2007, initially against protests, and has since extended the pedestrian area to roughly 20 hectares. Residents with permits and delivery vehicles retain regulated access. The policy was part of the city's long-term Vision 2025 and contributed to Ljubljana being named European Green Capital 2016.
Accessibility is handled through the free electric Kavalir shuttles, introduced from 2009 with the EU CIVITAS ELAN initiative, which carry elderly and less mobile people within the zone. Monitoring by Titos et al. (2015) reported statistically significant black-carbon reductions of about 72% inside the traffic restriction zone, with no significant reduction on a bypass road in a neighbouring area, i.e. the benefit was local rather than a city-wide change.
Press accounts report high public support today, but the city itself notes ongoing resistance to related parking measures in outer residential areas, and published retail-sales data are scarce. The case is best read as a well-documented air-quality and public-space success with less rigorous evidence on economic effects.
