Context

SiPKPM is an AI-enhanced national student-tracking system developed by Malaysia's Ministry of Education (KPM) in partnership with UNICEF, monitoring five million K-12 learners across seven dropout-risk indicators (attendance, academic achievement, disciplinary record, disability/learning-support needs, household income, distance from school, and parents' marital status). An AI-enhanced version was deployed nationwide in 2024, flagging at-risk students for counsellor and teacher intervention.

Objectives

To identify students at risk of dropping out and connect them with financial, counselling, transport and logistical support (18 structured forms of assistance) to keep them enrolled.

Results

Reintegration of dropout students rose from 2,708 in the prior year to 4,758 by early 2025, a 76% year-on-year increase. A UNICEF report covering the 2025 cohort recorded over 9,000 returning students, including 3,287 girls. The system is also associated with a reduction in Form 5 students absent from all SPM examination papers, down to 8,076 from 'tens of thousands' previously.
