Niger's Smart Villages for Rural Growth and Digital Inclusion project (P167543) is a $100 million World Bank International Development Association operation — split $50 million credit and $50 million grant — approved on 8 July 2020 and implemented by the Government of Niger. It targets about 1,240,000 people, mostly farmers, across 2,111 selected villages in a country where roughly half the population had no mobile broadband coverage at appraisal.
The project bundles four components: an enabling-environment reform track to attract private telecom investment; financing for rural connectivity infrastructure; digital financial inclusion, including modernising farmers' cooperative payment systems and building digital data platforms for agricultural producers; and project management and capacity building. It also includes a national digital-equity strategy component aimed at improving women's access to telecommunications and financial services.
Context indicators moved in the right direction over the project's first 18 months: national mobile broadband penetration rose from 5.3% (December 2018 baseline) to 11.2% (December 2020), population coverage by a 3G-or-better signal rose from 65.3% to 73.5% over the same window, and the price of 1GB of prepaid mobile data fell from $3.44 to $1.28. Registered mobile-money accounts stood at 3.43 million, including 510,000 held by women.
The World Bank's own Implementation Status and Results Report, dated 29 April 2021, is more cautionary: the project's own delivery indicators — villages connected, digital centres created, people trained and direct beneficiaries enabled — were all still recorded at 0.00, attributed to pending disbursement conditions, even as the report described overall implementation as 'progressing well.' The national-level connectivity gains above therefore reflect broader market and country trends rather than confirmed project attribution. The project's original closing date is 23 October 2026, and no completion report was available at the time of research, so it is not possible to say whether the 2,111-village, 1.24-million-person targets have since been met.
Evaluation: an interim World Bank status report exists and is cited above; no independent third-party evaluation or completion report was found.
