Context

Norway's Equality and Anti-Discrimination Act, in force since January 2018 and strengthened in 2020, requires all public employers and private employers with 50+ staff to run a biennial four-step pay-mapping process (lønnskartlegging): survey pay by gender, analyse causes of gaps, implement remedies, and evaluate effects before the next cycle.

Results

Norway's unadjusted gender pay gap (~12%) is below the EU average (16%, Eurostat 2023); Statistics Norway reported 2022 average monthly pay of NOK 56,250 for men versus NOK 49,280 for women, a gap partly attributed to occupational segregation. The model directly informed the EU Pay Transparency Directive (2023/970/EU).
