Ontario's Microsoft 365 Copilot Rollout — Productivity Gains Undercut by Shadow AI and Skipped Training

Ontario rolled out Copilot Chat via an “InsideOPS” portal to its roughly 55,000-strong public service, becoming, per reporting, the highest-Copilot-usage government in Canada. By late 2025 more than 15,000 civil servants were using it weekly, with 120,000+ pageviews on the internal portal page, and Minister Stephen Crawford said the average public servant was saving almost three hours a week, with government aiming for a 20% productivity uplift.

An Ontario Auditor General special report (May 2026) audited actual AI use across the Ontario Public Service and found a governance gap behind the adoption headline: from April to August 2025, Microsoft Copilot Chat — the one OPS-approved, secure generative-AI tool — accounted for only about 6% of staff's overall AI usage, with unsanctioned websites and tools making up the other 94%. Separately, only 1,800 of 55,000 OPS staff (about 3%) had completed the mandatory Responsible Use of AI training course by August 2025.

Included as a mixed/cautionary case: the productivity story is real and independently corroborated, but the audit shows the sanctioned, secure tool this practice describes is a minority of actual employee AI use, with most staff instead using unmonitored external AI websites on government devices without safety training — a data-governance risk documented by the province's own external auditor rather than glossed over.
