Jamaica's north-coast reefs suffered decades of overfishing and coral decline before a small group of Oracabessa fishers partnered with the GoldenEye Foundation in 2011 to declare a no-take fish sanctuary, now co-managed on a 50/50 fisher–trust board by the Oracabessa Bay Marine Trust; the reef-restoration side of the project began in 2013 to combat coral bleaching and degradation.
Jamaica's National Environment and Planning Agency (NEPA) monitoring shows herbivorous fish biomass rising from 1,192 g/100m² in 2013 to 6,792 g/100m² in 2020 — roughly a 470% increase — with fishers reporting markedly larger catches just outside the sanctuary boundary and more frequent tarpon and snook sightings. The Trust's coral gardening programme has grown about 2,500 coral fragments in underwater nurseries, with roughly 500 out-planted onto reef-enhancement structures, while an associated hatchery programme has released more than 220,000 sea-turtle hatchlings since inception (around 15,000-20,000 a year).
Jamaica's Ministry of Agriculture and Fisheries recognises Oracabessa as one of 18 declared fish sanctuaries nationally and cites it as the country's largest coral-restoration programme; a US$17,000 U.S. State Department grant (2019) and GEF/UNDP funding have supported replicating the fisher co-management model to four more north-coast sites (Lucea, Grange Pen, Montego Bay, Salt Marsh and Whitehouse). Tufts University has collaborated on reef monitoring, including analysis of a local sea-urchin die-off.
Independent reporting (Mongabay) cautions the recovery is not risk-free: pollution, microplastics, coral bleaching and algae overgrowth remain regional pressures, and there is ongoing tension between the sanctuary model and traditional parrotfish harvesting, which fishers value for food even though parrotfish grazing is important for reef health; divers also face physical strain from repeated deep coral-planting dives.
