Cameroon ranks 118th of 134 countries on the 2023 Network Readiness Index, with roughly 44% internet penetration and sharp rural-urban and gender digital divides. To help close this gap, Germany's development agency GIZ, funded by the Federal Ministry for Economic Cooperation and Development (BMZ) through the develoPPP programme, partnered with telecom operator Orange Cameroun to open a Digital Transformation Center / Orange Digital Center in Douala, with activities extending to Yaoundé and Buéa.
The center runs four integrated pillars — a coding school, a fablab-style manufacturing workshop with programmable hardware, a start-up accelerator, and an investment vehicle for early-stage ventures — plus satellite 'ODC Club' sites opened at the universities of Yaoundé II (2023) and Buéa (March 2024). Cameroon was one of the first four countries, alongside Tunisia, Senegal and Ethiopia, where a center opened despite pandemic-era constraints, part of a wider 14-country GIZ-Orange network targeting 20,000 trained youth and 8,000 job placements, with a minimum 20% women's-participation target.
In Cameroon specifically, more than 2,500 young people were trained over the program's first two years, and Orange reports the center facilitated employment — permanent jobs, paid internships or IT self-employment — for over 560 young people since inception. Independent Cameroonian press (The Guardian Post) and Germany's Invest for Jobs initiative corroborate the employment figures.
The model leans on Orange's existing commercial and retail infrastructure for continuity, though rural last-mile access and affordability remain acknowledged constraints the program does not fully resolve.
