Context

GovTech Singapore's Open Government Products team began building Pair in mid-2023 as a secure, in-house generative-AI assistant for public officers on government-issued devices, able to handle 'Restricted' and 'Sensitive' classified data that commercial chatbots cannot process.

Activities

The suite spans Pair Chat for general writing and research, Pair Search for querying Hansard parliamentary reports, Supreme Court judgments and legislation, and Pair Noms for drafting meeting minutes, with agencies able to build custom assistants on the same platform. Data entered into Pair stays within government infrastructure and is not used to train external models, with a dedicated policy officer and a seven-person core team overseeing guardrails.

Results

By mid-2025 the suite had reached over 60,000 registered users and more than 20,000 weekly active users across 100+ agencies, exchanging over 10 million messages; pilot users of Pair Noms reported cutting meeting-minute drafting from a full work day to under an hour, and officers overall estimated Pair saved about 46% of time spent on administrative tasks. By June 2026, GovTech and Singaporean officials said more than half of the 150,000-strong public service was using Pair regularly.

Conclusions

The 46% time-saving figure is self-reported by officers rather than independently audited, and no external accuracy or error-rate evaluation of Pair's outputs has been published. In June 2026 Singapore also announced plans for a companion registry to track the owners and activities of autonomous AI agents, including controls to stop agents deleting files or emailing external recipients.
