Pakistan's national applied-research council operates laboratory complexes across seven cities, patenting and leasing industrial processes to private companies — 96 processes leased and 29 patents filed in FY2022–23 alone.
PCSIR is Pakistan's national scientific and industrial research council, founded in 1953 and headquartered in Islamabad, with laboratory complexes in Karachi, Lahore, Peshawar, Hyderabad, Skardu and Quetta.
Its centres conduct applied research across chemicals, food, leather, polymers, metallurgy, petroleum and pharmaceuticals, and are legally empowered to patent and commercially license or lease the industrial processes they develop directly to private companies, alongside SME technical assistance and testing services.
In its most recent published annual report (FY2022-23), PCSIR recorded 29 patents filed, 218 industrial processes developed and 96 processes leased to industry, alongside 1,068 consultancy engagements and over 47,000 analytical/testing services delivered to more than 15,000 clients. In December 2025, PCSIR formed a joint technical working group with the All Pakistan Marble Manufacturers Association to transfer processing technology to that sector.
Cumulative historical figures cited elsewhere (up to roughly 1,362 processes and 461 patents) date to earlier reporting periods and should be treated as legacy totals rather than current-year output.
All quantitative figures are self-reported by PCSIR in its own annual report; no independent third-party audit of the specific FY2022-23 numbers was found, though independent news coverage confirms the institute's continued, active industry engagement into late 2025.
