The Philippines' Magna Carta of Women (RA 9710, 2009) requires every national government agency, GOCC and local government unit to allocate at least 5% of its annual budget to Gender and Development (GAD) programmes; the Philippine Commission on Women (PCW) issues mandatory guidelines and reviews agency GAD plans and reports.
In the 2023 national budget, PHP 807.64 billion (23% of the PHP 3.513 trillion national appropriation) was tagged for GAD initiatives, according to the Department of Budget and Management.
The independent PEFA assessment (2025) found actual utilisation of tagged GAD funds was PHP 442.5 billion (13% of total), indicating a gap between budget tagging and disbursement; the PEFA 2025 Gender Annex nonetheless rates the Philippines' gender-responsive public financial management as one of the most institutionalised in Southeast Asia.
