Plan to Promote the Social and Solidarity Economy 2021-2023 (PIESS)

The PIESS 2021-2023 is Barcelona City Council's working plan implementing the Barcelona 2030 Social and Solidarity Economy Strategy (#ESSBCN2030), developed through a participatory process involving the city's SSE sector, Barcelona Activa, the Commissioner of Social and Solidarity Economy, and the Social Economy Association of Catalonia.

The plan sets 12 goals responding to six key SSE challenges, including business growth, access to funding, digitalization, inclusion of vulnerable groups, responsible public procurement, and generating SSE data and knowledge.

65 actions were implemented, including the Enfortim SSE and Impulsem el que Fas grant lines, the incubator La InnoBAdora, a Public-Cooperative Investment Fund, credit agreements with ethical finance entities such as Co-op 57, refurbishment of the Coòpolis cooperative centre, and the MatchImpulsa programme with the DIMMONS/UOC research group.

The plan had a budget of €21.8 million; its 1.5-year strategy-building process gathered 500 contributions and 200 participants; and more than 200 companies and organizations now adhere to the #ESSBCN2030 Strategy.

The plan's authors recommend territorializing the SSE in neighborhoods, positioning it as a prestigious economic model, and continuing to debate municipal action plans through citizen participation processes.
