Points of Invincibility — Ukraine's Nationwide Offline-First Power & Connectivity Network for Wartime Blackouts

In November 2022, Russian missile strikes on Ukraine's energy grid caused mass blackouts across the country. The Office of the President and the Cabinet of Ministers responded by ordering rapid rollout of "Points of Invincibility" (Пункти Незламності) — the first opened in Kherson on 18 November 2022, with a nationwide rollout announced on 22 November 2022.

Each point provides heat, water, electricity, mobile communication, internet access, first aid and space to rest, with capacity for 40 to 500 people and no time limit on stays — pairing physical civil-protection infrastructure with continued digital and communications access during grid failure.

The network grew from roughly 4,300 operating points by late November 2022 to 10,676 operational points (of 13,320 established) as reported by the Ministry for Reintegration of the Temporarily Occupied Territories on 8 January 2024, and had reached 130,000 recorded users in the period reported by early 2026. Fully equipping one point cost at least EUR 17,000; funding and staffing draw on state and local-government resources plus private-sector contributions.

The Ministry for Reintegration publishes running point-counts, and UN and G7 ambassadors have visited sites, giving the programme a degree of independent, third-party corroboration beyond self-reported figures.

This is emergency civil-protection infrastructure rather than a conventional digital-literacy programme: connectivity is provided passively (device charging, mobile and internet access) rather than through structured digital-skills training, and no rigorous independent evaluation of digital-access outcomes specifically was located — point-counts and usage tallies are the strongest available evidence, not outcome evaluation.
