Context

Following Russia's November 2022 strikes on Ukraine's energy grid, the Office of the President ordered a nationwide rollout of 'Points of Invincibility' — heated, powered hubs offering electricity, water, mobile signal and internet access during blackouts, with no time limit on stays.
