Porto Digital is a triple-helix ICT and creative-economy cluster in historic Recife Antigo. By 2024, 475 companies employed 21,551 people, generating R$ 6.2 B in revenue — growing IT from 1.6 % to 4 % of Pernambuco GDP in 24 years.
Founded in July 2000 on the island of Recife Antigo — the historic Dutch-era port — Porto Digital grew from a handful of start-ups into Brazil's most-recognised ICT and creative-economy cluster. The initiative emerged from a tripartite pact between the Government of Pernambuco, the University of Pernambuco / CESAR research institute and the Inter-American Development Bank, structured through the non-profit management unit NGPD (Núcleo Gestor do Porto Digital) governed by an 18-member council.
Annual surveys conducted by Porto Digital, Softex-PE and Assespro-PE/PB recorded 475 companies in 2024 — including Accenture, Deloitte, Avanade and Rede Globo — employing 21,551 people and generating R$ 6.2 billion in revenue (14 % year-on-year growth). The cluster's software and services component now accounts for 4 % of Pernambuco's GDP, compared with 1.6 % in 2001 — a near-tripling measured against a state GDP that itself outpaced Brazil's national average. Porto Digital won the national prize for best Brazilian Science Park in 2007, 2011 and 2015 (ANPROTEC).
The dual focus on ICT services and the creative economy (games, film, animation, music, design) distinguishes it from conventional science parks. CESAR, classed as Brazil's most innovative R&D institute in a 2004 federal assessment, anchors the knowledge-transfer link between academia and industry. Peer-reviewed scholarship has used Porto Digital as a benchmark case for triple-helix urban regeneration in historic city cores, with the model documented in the International Journal of Knowledge-Based Development (Marinho et al., 2019).
