Ho Chi Minh City's first software park has grown over 25 years into Vietnam's largest tech cluster — 121 IT firms at 90% occupancy, ~22,000 workers and students, and cumulative revenue of VND138,000bn (~US$6bn), including US$4.35bn in exports.
Quang Trung Software City (QTSC) is Vietnam's first dedicated software park, established by Ho Chi Minh City's leadership in 1999-2001 on the site of a former military exhibition ground. It was seeded with roughly VND200 billion in state capital plus design support from the US Trade and Development Agency, and built on a model of anchoring public land and infrastructure to draw in private tenant investment.
Twenty-five years on, QTSC occupies 43 hectares at 90% occupancy and hosts 121 IT enterprises — six of them employing over 1,000 staff each — alongside seven training centres and a college. Resident firms have produced more than 650 IT products and solutions and generated cumulative revenue of VND138,000 billion (about US$6 billion), including over US$4.35 billion in exports. The park has drawn roughly VND6,600 billion in private capital on top of its initial state investment and today employs or educates about 22,157 people.
QTSC's anchor-land-plus-private-capital model has been the reference point for newer software-park projects in Ho Chi Minh City, though none has yet matched its scale. No independent gender, disability or income-equity data on the resident workforce is published by QTSC or in available coverage.
