Presidential Hackathon — Taiwan's Annual Bridge from Civic Hackathon to Government Policy

Taiwan's Presidential Hackathon began in 2018 under the Public Digital Innovation Space (PDIS), the civic-tech unit now part of the Ministry of Digital Affairs, building on the earlier vTaiwan and g0v civic-tech movements associated with digital minister Audrey Tang.
Mixed teams of citizens, technologists and civil servants pitch data-driven solutions to public problems. Rather than simply awarding prize money, PDIS assigns support staff to help winning teams embed their prototype directly into a government agency's actual operations.
The 2023 International Track drew a record 60+ proposals from overseas teams. One flagship result, 'Water Saviours,' used machine learning to identify leaking water pipes with roughly 70% accuracy; the government of New Zealand invited the team to co-develop a similar tool for its own water utilities — a documented case of cross-border transferability.
Official communications highlight individual award-winning projects and rising participation year over year, but no independently audited, programme-wide evaluation of policy impact or cost-effectiveness across all cohorts has been published; the public evidence base rests on selected flagship cases rather than a systematic outcome study.
