Description

SALER (Sistema de Alertas Rápidas) is run by the Inspección General de Servicios, the internal control body of the Generalitat Valenciana, under Law 22/2018 of 6 November. It analyses direct payments, contract records (bidding, award, execution), subsidy data and some external sources such as notary databases and official journals.
The European Commission's Anti-Fraud Knowledge Centre lists seven example queries, including split contracts, recurrent awardees, collusive bidding and unjustified non-competitive procedures. About 12 inspectors and five internal IT staff defined the indicators; two IT providers were hired to build the algorithms. The draft law was first reported in 2017, with a cooperation agreement with the Universitat Politècnica de València and the Fundación Baltasar Garzón.
Each alert is investigated and classed as a mistake (corrected and closed), bad practice (corrected, possibly monitored) or potential misconduct or fraud (referred to police and prosecutors). Alerts are not public.
Evidence is thin: an initial version produces reports on contracting and subsidies, but the Commission page gives no figures on cases detected, savings or recoveries. Reported obstacles are incomplete electronic procurement data, undigitised records, reluctance of some departments to share data, GDPR compliance and the need for a further law giving inspectors legal cover to request data.
