Context

On 27 November 2025, Papua New Guinea unveiled SevisPass, a national digital identity credential, and SevisWallet, a companion identity wallet, built for the Department of Information & Communications Technology (DICT) by identity vendor TECH5, following a 2024 pilot and Cabinet approval of a National Digital Identity Policy in October 2024.

Activities

TECH5 built the stack from four components — T5-OmniTrust (trust framework), T5-Airsnap and T5-OmniMatch (biometric capture and automated biometric matching/deduplication), and T5-Cryptograph (decentralised, encrypted credential storage) — with three assurance tiers, comparable to TECH5 deployments in Peru and Uganda.

Results

The rollout plan spans an 18-month build followed by a 6-month stabilisation period.

Conclusions

As of this review the system is newly launched rather than evaluated: no public data yet exists on enrolment numbers, duplicate-detection rates or verification accuracy, so scale and reliability claims remain to be demonstrated in PNG's specific infrastructure and connectivity conditions.
