SevisPass — Papua New Guinea's TECH5-Built National Digital Identity System

On 27 November 2025, at the Digital Transformation Summit in Port Moresby, Papua New Guinea Prime Minister Hon. James Marape unveiled SevisPass, a national digital identity credential, and SevisWallet, a companion multi-purpose identity wallet, built for the Department of Information & Communications Technology (DICT) by identity vendor TECH5. The system follows a pilot completed toward the end of 2024 and the Cabinet's approval of a National Digital Identity Policy in October 2024.
TECH5 built the stack from four components: T5-OmniTrust for the trust framework, T5-Airsnap and T5-OmniMatch for biometric capture and automated biometric matching/deduplication (ABIS), and T5-Cryptograph for decentralised, encrypted credential storage. TECH5 Chief Strategy Officer Rob Haslam called it "one of three national-level implementations" of the firm's technology, alongside comparable ABIS deployments already running in Peru and Uganda. SevisPass is designed with three assurance tiers and is intended, in the words of ICT Steering Committee chair Steven Matainaho, to give "every eligible person in Papua New Guinea a secure digital identity that can be verified instantly."
As of this review the system is newly launched rather than evaluated: no public data yet exists on enrolment numbers, duplicate-detection rates or verification accuracy, and the rollout plan itself spans an 18-month build followed by a 6-month stabilisation period — so scale and reliability claims remain to be demonstrated in PNG's specific infrastructure and connectivity conditions.
