Sidewalk Labs proposed a 'civic data trust' in October 2018 to treat urban data as a public asset, but critics — including open-government advocate Bianca Wylie and the Canadian Civil Liberties Association, which filed a legal challenge — argued that anonymised datasets could be re-identified once combined with other sources, and that a private company was seeking outsized influence over public, democratically governed space. Waterfront Toronto's board responded by voting to restrict the project back to the original 12-acre Quayside site.
In May 2020, Sidewalk Labs CEO Daniel Doctoroff cancelled the project entirely, citing 'unprecedented economic uncertainty' from the COVID-19 pandemic that made even the reduced 12-acre plan financially unviable without compromising its design goals. No units were ever built, and the site reverted to Waterfront Toronto's standard planning process. The episode is now widely cited in urban-innovation and data-governance literature as a cautionary example of how privacy design and public trust — not technology — determine whether 'smart city' projects survive contact with democratic oversight.
