Russia's state-backed innovation city grew from its 2010 founding to roughly 2,500-2,700 resident companies with over $1.5bn in 2019 revenue and hundreds of foreign patents, but a 2013 prosecutors' probe found about $1.6bn in misused development funds.
The Skolkovo Foundation was created by Russian presidential decree in 2010 to build a state-anchored innovation city west of Moscow, combining tax and customs privileges, an Intellectual Property Center for patenting support, and co-located R&D institutes such as the MIT-partnered Skolkovo Institute of Science and Technology (Skoltech).
By around 2019-2021 the ecosystem had grown to roughly 2,500-2,700 resident companies (about 500 joining annually), around 70 of them spun out of Skoltech. WIPO Magazine reported that resident-company revenues exceeded USD 1.5 billion in 2019, a year-on-year increase of more than 40%, with residents attracting close to USD 200 million a year in investment and filing 159 international PCT patent applications in 2019 (14.5% of Russia's national total), plus 205 foreign patents granted that year, over a third of them in Western Europe or the US.
The project's credibility has also been repeatedly damaged. In April 2013 investigators searched Skolkovo's Moscow office as part of a corruption probe, and a November 2013 prosecutors' report documented unaccounted spending and conflicts of interest linked to more than 50 billion rubles (about USD 1.6 billion) allocated for 2010-2012 development, leading to criminal charges against senior officials and the dismissal of more than 200 managers and staff. A US FBI official separately warned in 2014 that the center could be used to access sensitive Western research.
Skolkovo illustrates both the pace at which a government-funded innovation hub can scale resident companies and revenue, and the governance risk that comes with concentrating large public development budgets in a single fast-growing institution.
