Facing a surge in illegal AI-generated and deepfake election material — from 388 cases detected during a prior legislative-election cycle to 10,510 during the 2024 presidential-election period, per Ministry of the Interior and Safety data cited by the Kyunghyang Shinmun — the ministry and the National Forensic Service built a dedicated detection model ahead of the 9th nationwide simultaneous local elections, held 3 June 2026. The "AI Detection Model Competition for Deepfake Crime Response," held in December 2025, drew 268 teams and 1,077 participants. The five best-performing models were selected and integrated into a single system combining global video-flow analysis with local analysis of facial features, lip movement and skin texture, reaching about 92% detection accuracy in verification testing. A rapid-assessment support system routes flagged content to the National Election Commission and investigative agencies during the election period. Officials have stated plans to extend the same detection infrastructure to other AI-enabled crimes, including sexual exploitation material, defamation and financial fraud. Caveat: published figures describe pre-election verification-test accuracy and the scale of illegal content found in the 2024 election cycle.
