Sparkup Tartu Science Park — Baltic States' first city-university tech incubator

Established in 1992 as the first science park in the Baltic States, Tartu Science Park — now branded Sparkup — operates as a non-profit foundation co-governed by the City of Tartu, the County of Tartu, the University of Tartu, and the Estonian University of Life Sciences.

To bridge academic research and the market by providing space, pre-incubation and cross-border networks for deep-tech companies in a university town.

The park provides 12,000 m² of office and laboratory space for more than 70 resident companies, primarily in biomedical science, biotechnology, ICT and advanced manufacturing. Its flagship programmes include the S2B Launchpad (science-to-business pre-incubation), the ESA BIC Estonia node (European Space Agency Business Incubation Centre), and a dedicated gaming incubation track. As a member of the DeepTech Alliance and a European Commission EEN local contact point, the park connects Estonian deep-tech start-ups to cross-border investors and R&D networks.

The park hosts more than 70 resident companies across 12,000 m² of space, sustained for over 30 years under the same four-stakeholder co-governance model.

The four-stakeholder co-governance model — municipal, county, and two universities — ensures long-term public accountability while allowing market-facing operations, making the park one of the most durable publicly anchored innovation intermediaries in the region. Aggregate job-creation or revenue figures for resident companies are not publicly published.
