Description

Established in 1992 as the first science park in the Baltic States, Tartu Science Park — now branded Sparkup — operates as a non-profit foundation co-governed by the City of Tartu, the County of Tartu, the University of Tartu, and the Estonian University of Life Sciences. The park provides 12,000 m² of office and laboratory space for more than 70 resident companies, primarily in biomedical science, biotechnology, ICT, and advanced manufacturing. Its flagship programmes include the S2B Launchpad (science-to-business pre-incubation), the ESA BIC Estonia node (European Space Agency Business Incubation Centre), and a dedicated gaming incubation track. As a member of the DeepTech Alliance and a European Commission EEN local contact point, the park connects Estonian deep-tech start-ups to cross-border investors and R&D networks. The four-stakeholder co-governance model — municipal, county, and two universities — ensures long-term public accountability while allowing market-facing operations, making the park one of the most durable publicly anchored innovation intermediaries in the region.
