Description

In April 2024, the City and County of Denver launched “Sunny,” a generative-AI chatbot built with the vendor Citibot to handle 311 citizen-service inquiries around the clock.
Sunny draws its answers from denvergov.org and Denver's 311 knowledge base, responds in dozens of languages, and can hand off unresolved questions to a human agent. By June 2024, Government Technology (GovTech) reported that Sunny accounted for 12% of all 311 engagements, and city staff described March–April 2025 as the tool's busiest months yet, with usage still climbing.
The approach has since spread beyond Denver: neighbouring Aurora built its own version, “Access Aurora,” on the same underlying technology, and Boulder and Broomfield have explored adapting it. Denver has since reduced live-agent 311 phone hours, leaning more on Sunny to fill the gap — a sign officials see the tool as doing more than supplementary work, though the city has not published a rigorous, independently audited impact evaluation.
