Taipei's TPMO operates a 'City as Living Lab' model, collecting 295 PoC proposals (2016–2023) with 49.5% completed, engaging 500+ ICT vendors, and winning the 2022 GO SMART Award for its Urban Intelligence Centre.
The Taipei Smart City Project Management Office (TPMO) was established in 2016 under the city's Department of Information Technology and operated by the Taipei Computer Association (TCA). Under the concept 'Government as a Platform; City as a Living Lab', TPMO coordinates proof-of-concept (PoC) pilots between municipal departments and ICT companies.
Between 2016 and April 2023, the office collected 295 smart city proposals. Of these, 49.5% were completed, 41.7% terminated and 8.8% remained in active experimentation. Over 200 projects achieved tangible results and more than 500 ICT vendors engaged with the programme. The office operates on an annual budget of approximately NT$30 million (≈ US$1 million).
In 2015, the Ko administration established the Taiwan Smart City Solutions Alliance (TSCSA), extending the living-lab model internationally. In 2020, TPMO launched the '1plus7 framework' covering smart government, building, transportation, education, healthcare, security, environment and economy. The Taipei Urban Intelligence Centre won the GO SMART Award in 2022. TPMO also partners with Amsterdam Smart City and is documented as a global good-practice case by the EBRD.
