Context

In July 2024, Qatar's Ministry of Education and Higher Education (MoEHE) inaugurated Talib ('student' in Arabic), a bilingual Arabic/English AI-powered chatbot embedded in the ministry's website, positioned within Qatar's Digital Transformation Strategy 2030 and National Vision 2030.

Objectives

Talib answers enquiries from students, parents and the public about admissions, procedures and services. Undersecretary Dr Ibrahim bin Saleh Al Nuaimi said the tool 'saves time and effort and allows for constant and optimised communication'.

Activities

The chatbot automatically forwards any question it cannot resolve to the relevant ministry department. Information Systems Director Dr Mona Salem Al Fadhli described it as part of a new era of AI-powered ministry services.

Results

The ministry's own figure — a 99% response-accuracy rate — has not been independently audited, and no data on query volumes, resolution times or user satisfaction has been published.

Conclusions

Talib is best read as an early, low-risk administrative deployment (a public-facing FAQ/routing chatbot) rather than a rigorously evaluated intervention.

Low (< €50k) — Low-cost administrative FAQ/routing chatbot embedded in an existing ministry website; no budget figures published.
