Bolivia's telecoms regulator ATT, working with the Ministry of Health and Sports, mandates a 'tarifa solidaria' discount schedule that all three national carriers (Entel, Viva, Tigo) must offer to customers holding a valid disability card in the Siprunpcd registry, first issued in 2018 and most recently updated via Resolution ATT-DJ-RAR-TL LP 349/2023.
Eligible customers pay about Bs 0.50/minute of voice, Bs 0.12/SMS, and Bs 0.008/MB of data, described as up to 70% cheaper than standard data rates, ~66% cheaper for voice and ~40% cheaper for SMS. As of October 2023, ATT reported 102,689 persons with disabilities registered as active beneficiaries nationwide.
A genuine affordability intervention with a clear legal mandate, cross-carrier enforcement and a concrete beneficiary count, but narrower than a full digital-inclusion programme: it lowers connectivity price without addressing device access, digital literacy or software accessibility.
