The Regional Gender Equality Monitor

This JRC report presents the EU Regional Gender Equality Monitor, the first composite-indicator tool to capture aspects of gender equality at NUTS2 regional level across almost all EU regions, analysing women's full and effective participation and equal opportunities for leadership in political, economic and public life.

To give policymakers a comprehensive, region-level picture of gender equality and to support the design and implementation of policies that promote gender equality and women's leadership.

The Monitor comprises two indices measuring female disadvantage relative to men within the same region, scored from 0 (no disadvantage) to 100 (largest disadvantage): one assessing women's achievement relative to the best-performing region, and one measuring the gap between women and men in employment rates, education levels and participation in decision-making. These are the first indices to capture gender equality at the regional level for almost all EU regions.
