Tonga's Prime Minister's Office contracted Aninver, funded by the World Bank, to build TongaGPT, an AI assistant for citizen services as part of a 2025 digital-government overhaul — but as of the latest public reporting found, it had no confirmed live launch or usage data.
On 29 May 2025, the Government of Tonga's Digital Transformation Department, under the Prime Minister's Office, launched a national digital-government programme built around a new e-government portal, the TongaPass digital identity system, and an API platform for linking ministry systems.
As one strand of that programme, the PMO contracted Aninver Development Partners, financed by the World Bank, to build TongaGPT — an AI tool trained on Tonga-specific public-sector information intended to provide citizen-facing customer service, disseminate government information, and support public-opinion analysis.
Under the Aninver contract, the National Portal is being delivered in phases: Phase 1 covers citizen-facing informational services and online forms (birth, death and marriage certificates, vaccination records), while Phase 2 adds transactional services such as ID verification, passport renewals and driving licences, delivered bilingually in English and Tongan.
The most detailed public account found on the broader rollout — coverage of the TongaPass digital-ID and portal launch in June 2025 — does not mention TongaGPT at all, and no source located confirms a public launch date, live status, or any usage or performance data for the assistant itself. TongaGPT therefore appears to remain an announced, funded deliverable within a multi-year World Bank-backed digital-government project rather than a system with measured public impact; the contract value was not disclosed.
