TPMAP — Thailand's AI poverty-mapping and social welfare targeting platform

Description

The Thai People Map and Analytics Platform (TPMAP) is a government big data analytics system co-developed by NECTEC (NSTDA) and the National Economic and Social Development Council (NESDC). Launched in 2018, it integrates data from the Community Development Department's annual Basic Minimum Needs survey (~36 million individuals) and the Ministry of Finance's State Welfare Card register to construct a Multidimensional Poverty Index across five dimensions: health, education, income, living standards, and access to public services.

TPMAP provides government officials at provincial, district, and sub-district level with drill-down dashboards, pivot analysis, and AI-driven household targeting for welfare interventions. All 77 provinces are covered. In 2022–2023, UNICEF contracted an enhanced dashboard and reporting module (documented in UNGM procurement notice LRPS-2022-9179539) to enable sub-district agencies to identify and track vulnerable households more granularly.

While no published randomised evaluation attributes poverty reduction directly to TPMAP, the platform is integral to Thailand's social protection targeting process and is referenced in the National AI Strategy 2022–2027 as a flagship AI application.
