Context

Tu Negocio en Línea is a recurring national programme run by Colombia's Ministry of Information and Communications Technology (MinTIC) with the public development bank Findeter, equipping merchants, MSME owners, rural producers and 'popular economy' entrepreneurs with free e-commerce infrastructure.

Objectives

The programme provides a free e-commerce website — including domain, hosting, shopping cart and payment-gateway integration — plus training on digital marketing, logistics and after-sales service, and up to two years of post-launch technical support, with enrolment requiring only a national ID.

Activities

MinTIC reported the programme reached 5,688 merchants across all 32 departments and 518 municipalities in its 2023 cycle alone, building on more than 10,700 cumulative beneficiaries in prior years; the 2026 call, opened in February 2026, offers 9,053 new places and explicitly prioritises PDET post-conflict municipalities and the agricultural sector alongside first-time applicants.

Results

Published figures are participation and reach counts — merchants, departments, municipalities reached — rather than a controlled measurement of income, sales or survival effects for participating merchants, and no independent impact evaluation of the programme was located.

Conditions for success

  • Free e-commerce website plus training and up to two years of post-launch technical support, lowering the barrier to entry
  • Minimal enrolment requirement (national ID only), regardless of formal business registration
