Context

Under a 2024 memorandum of understanding with the United Arab Emirates, Angola's Ministry of Education is piloting the UAE's Escola Digital adaptive-learning platform in 10 primary schools spread across all 10 of Angola's provinces.

Objectives

The pilot's explicit first-phase objective is to train teachers and school administrators to use the AI-personalised platform before any technology reaches classrooms, reflecting a government position that AI should support rather than replace educators.

Activities

Technical, security and infrastructure preparations began in February 2026, following an announcement by Education Minister Luisa Grilo at the World Summit of Governments in Dubai, ahead of classroom use later in the year.

Conclusions

Because the programme is still in its installation and training stage, no independent evidence of learning outcomes exists yet; its value so far lies in the deliberate teacher-first sequencing and its national-scale design from the outset.
